Proceedings

Proceedings will include a structure debate part and a general debate section.  Structure debate is where assemblymembers will present their prepared presentations.  General debate is for assembly members to make comments or ask questions.

Rules

·      1 Knock = Vote has been counted (keep hands up until hearing 1 knock)

·      3 Knocks = Order (stop doing whatever you are doing and give the chair your attention)

·      Stand up and be recognized by the chair

·      Speak directly to the chair (eye contact on chair)

·      Point of Information

·      Point of Inquiry

·      Motion to Recess

o   Second (not debatable)

o   Hands up vote (count it)

o   Knock the gavel once and make the ruling
