Component 2: The Bill DQs & Summary


DQ

(1) What are the most important problems California faces within your committee issue?
(2) Why is your solution better than other solutions to the problem you are trying to address?

I.  City Information (Ethnic/Racial Breakdown, Party Demographics, Income)
II. Problem (Describe the problem you are planning to address)
III. Solution (the bill)
                        A. Bill number (see Purther):
B. Title (you can change the name):
                        C. Preamble (purpose of the bill)[1]
                        D. Enforcement (department under the governor):
                        E. Funding ($250 million per committee maximum)[2]
                        F. Summary of the bill
                        i.   Use bullet points (put in bold your changes/amendment)
                        ii.  Ensure text is readable
                        iii. Help other students understand
IV. Why should your party support your bill (liberal/conservative justification)? Be specific and use examples.
V. How will this help your constituents?  Be specific and use examples.


[1] If the preamble does not support the bill, the chair of the committee process can throw out your bill before any vote.  It is a single sentence statement typically.
[2]  A = 250 million; B = 125 million; C = 75 million; D = 50 million; E = 25 million; F = 10 million; G = 5 million, H = 1 million; I = Bond (loan)
